Funding and Investment Tourism Winnipeg, a division of Economic Development Winnipeg Inc., is core funded by the Province of Manitoba and the City of Winnipeg by way of an apportionment of the Accommodation Tax. Financial Incentives Financial incentives play an influential role in the selection of a host destination for meetings, conventions, sports and special events. The Special Event Tourism Fund (SETF) was established by the City of Winnipeg in 2008 to provide financial assistance in attracting major national and international conventions, as well as sports and special events, to Winnipeg. The fund improves Winnipeg's competitive position when bidding against other destinations. As of July 31, 2016, the Special Event Tourism Fund has committed a total of $6.9 million to 168 meetings, conventions and events spanning 2009 to 2021. These events cumulatively represent more than $144 million in direct expenditures for Winnipeg. Of these events, $2.6 million has been allocated to 104 meetings and conventions representing nearly $63 million in direct expenditures, and $4.3 million to 65 sports and special events representing nearly $81 million in direct expenditures.
