Page 47 APPENDIX C Appendix C: Emergency Action Plans Manitoba Marathon Emergency Protocol Goals in any situation are one or more of the following: Divert à divert runners on marathon route Clear à remove runners from the course Deal à medically or otherwise resolve the situation Minimize à impact on regular WEMS operations 1. Manitoba Marathon COMM Centre: This is the center of operations and monitoring of the event progress and functions as an EOC. Internet, multiple phone lines, dedicated line to City of Winnipeg 911 dispatch, ham radio operators, Manitoba Marathon medical dispatch, Manitoba Marathon Executive Director, Manitoba Marathon foundation representative, Mayor's liaison, city police, public works, WEMS, and park and ride bus company are part of the team in the Manitoba Marathon COMM Center. 2. Environmental Emergencies: awareness of weather occurrence like lightning 30/30 rule (if thunder occurs less than 30 seconds after flash, take shelter; safe 30 minutes after last thunder). Campus police office has a weather warning radio; communication to take place through amateur radio operators. An operator will be posted at the weather office desk as a routine summer scheduling and may be contacted if required. • Emergencies at University of Manitoba: move people into Max Bell Centre and further into tunnels; COMM Centre to contact U of M security services to unlock the doors • Emergencies on the Course: all hospitality stations will be notified of accelerated closing through broadcasts by the amateur radio volunteers. Medical personnel and hospitality station volunteers will relay information to participants. When safe to do so, buses will be dispatched to transport participants and volunteers back to University of Manitoba. 3. Mass Casualty Event: resources from Manitoba Marathon will be deployed in the response to any situation, if assistance is required from other agencies this will be decided and communicated through the Manitoba Marathon COMM Center. • In the case of a mass casualty event at Investors Group Field: buses will be directed to Dafoe Road (south side of U-lot) which will become the "bus pick-up area" to remove people to the closest Park n Ride location. Via announcements on the public address speakers and through our communications network, police, security and volunteers will direct the public to move to the bus pick-up area to be evacuated. • Medical team: if there is a need to evacuate the field support area, persons under medical care will be moved to University Stadium until ambulances can move them out of the area.
