O P E R A T I O N A L P L A N • 3 9 For the 2023 WPFG, the registration process is the first point of contact for competitors and officials. We understand a state-of-the-art registration system and technology has been developed for the 2009 WPFG. This new system will be beneficial for efficient, user-friendly registration/accreditation of competitors. The 2023 WPFG Host Society will work closely with the WPFG Federation on registration. The official on-site registration centre will be at the RBC Convention Centre Winnipeg, which was rated as an outstanding facility. The RBC Convention Centre Winnipeg is conveniently and centrally located in downtown and provides excellent space and advanced high-tech infrastructure. The centre is also adjacent and connected by skywalk to the host hotel. A merchandising area will be set up immediately adjacent to the on-site registration for sales of souvenirs, programs and WPFG products. The 2023 WPFG Host Society will be responsible for the printing and mailing of the Entry Book, which will include information supplied by the Federation and the Host. The WPFG Federation supplies the sport entry form, waiver, rules and sport information. As the host city, we will provide additional information such as travel, social events, directions and maps. The Entry Book is subject to the approval of the Federation and all entry information will be listed in U.S. dollars. The WPFG Federation, based on previous games, will establish entry fees. All lists and personal information provided by the WPFG Federation is strictly confidential and exclusive property of the Federation. The RBC Convention Centre Winnipeg will also act as the Results Posting facility. The RBC Convention Centre Winnipeg service provider offers a complete range of technology services throughout the building, including infra red capacity and wireless capability. The wireless capability will ensure that information from the external sport venues can be easily and seamlessly gathered, transmitted and centrally posted at the RBC Convention Centre Winnipeg. Additional technology services that could be offered to the 2023 WPFG, if required, include audio visual and computer rental event staging, webcasting, press conferences, technical coordination and presentation management for the games. The Winnipeg Police Service (WPS) is a full service agency responsible for law enforcement and policing services within the city of Winnipeg. WPS officers also have full Peace Officer status within the province of Manitoba. "D" Division of the Royal Canadian Mounted Police (RCMP) is contracted as the provincial police force in most municipalities and rural areas of the province, and is responsible for policing services in the immediate areas outside the boundaries of the city of Winnipeg. Both the WPS and RCMP have a long history of working together both operationally and in the area of security intelligence. These agencies have collaborated on security planning and joint forces operations in connection with a number of events including visiting dignitaries and heads of state, and major sporting events such as the Pan Am Games. The WPS will work, in joint coordination with the RCMP in security planning and to provide overall policing surrounding the games. These agencies will be responsible to coordinate and supervise the in-house security during events. Complete threat assessments of all venue sites will be completed and security plans will be drawn up and implemented for each site, using both police and volunteers. Contract security and volunteers will be carefully screened and accredited. Security screening and criminal record checks will be completed as part of the accreditation process. Active and retired police members will be utilized in the more sensitive areas and will control access and provide security at public events, media centre and venue sites, transportation, as well as protection and assistance to the participants of the games. Police members, whether on duty, off duty, volunteers or retired can be counted on to provide all policing and security requirements at both the games events and social activities surrounding this event.
