O P E R A T I O N A L P L A N • 4 2 The 2023 WPFG Host Society will ensure that a written medical plan, regarding emergency response requirements, meets or exceeds WPFG standards for all participants, as outlined in Section 20.00 MEDICAL REQUIREMENTS of the WPFG agreement. Full mandatory medical care will be available at all venues and games outlined in the contract, as well as subsequent venues, for all of the participants' safety. On-site paramedic ambulance crews will ensure that initial response for critical care is administered if required. Also, the Winnipeg Fire Department includes some licensed paramedics in their membership, with the ability to provide medical services where required. Ground transportation will be available as part of the casualty response plan. The 2023 WPFG Host Society will also utilize the Manitoba branch of St. John Ambulance and their volunteer personnel. Well-trained and well-equipped, St. John Ambulance volunteers will be at the venues to provide basic and advanced care when and if emergencies occur. St. John Volunteer Medical First Responders can be on hand for fans and family of participants. They are generally "first on the scene" and the "first to respond" in the critical minutes until medical or paramedic assistance arrives. Manitoba's two largest hospitals, the Health Sciences Centre and St. Boniface Hospital, are located within 5-10 minutes of downtown and many of the venues. Full medical services including trauma services are available. Also, community hospitals that include the Concordia Hospital, the Grace Hospital, the Seven Oaks General Hospital and the Victoria General Hospital are located within minutes of many of the venues that will be utilized for the Games. All of the community hospitals include full medical services. The 2023 WPFG Host Society will ensure to meet the WPFG standards as outlined in Section 18.00 INSURANCE of the WPFG agreement. It is understood that the Host Organization is responsible for obtaining, and maintaining at its expense, a standard liability insurance policy for the WPFG. Insurance will meet or exceed minimum amounts of coverage required for personal injury or death for and property damages. Insurance is to include: spectators; participants; coaches; managers; staff members; team workers; referees; officials; scorekeeper; and all other persons duly permitted entry into restricted areas, which are defined as those areas of restricted access to the general public, spectators, and/or all volunteer workers. Should Winnipeg be awarded the 2023 WPFG, the 2023 WPFG Host Society will convene a Special Events and Programming Committee, dedicated to Social and Cultural Events surrounding the games. Winnipeg and Manitoba have many unique natural and man-made attractions that offer excellent opportunities for the games participants, their families and all spectators to experience our cultural traditions and diverse natural landscape.
