28 2018 Destination Marketing Plan and Partnership Opportunities FINANCIAL RESOURCES Funding and Investment Economic Development Winnipeg Inc. is core funded by the Province of Manitoba through operating funding and the City of Winnipeg by way of an apportionment of the accommodation tax. The City of Winnipeg introduced an accommodation tax in June 2008 as a means to support tourism and economic development. Allocation of the revenue is as follows: » RBC Convention Centre Winnipeg's Capital Expansion Program is to receive 40 per cent of total tax receipts. » Economic Development Winnipeg Inc. is to receive 30 per cent of total tax receipts. » RBC Convention Centre Winnipeg operating expenses are set at a fixed amount of $1.5 million. » Special Events Tourism Fund is to receive seven per cent of total tax receipts. » City of Winnipeg administration fees are set at a fixed amount of $60,000 per annum. Financial Incentives Financial incentives play an influential role in the selection of a host destination for meetings, conventions, sports and special events. The Special Event Tourism Fund (SETF) was established by the City of Winnipeg in 2008 to provide financial assistance in attracting major national and international conventions, as well as sports and special events, to Winnipeg. Managed by Economic Development Winnipeg Inc., the fund improves Winnipeg's competitive position when bidding against other destinations. As of June 30, 2017, the SETF has committed a total of $9.3 million to 179 meetings, conventions and events spanning 2009 to 2023. These events cumulatively represent more than $152 million in direct expenditures for Winnipeg.
