B U S I N E S S P L A N • 2 7 VOLUNTEER S VOLUNTEER PROGR AM Winnipeg's enthusiastic volunteers continue to step up whenever an opportunity is presented. In the most recent Statistics Canada Survey of Giving, Volunteering and Participating (2013), Manitoba's 52% volunteer rate ranked well above the Canadian average of 44%. Whether it be volunteering for the Canada Summer Games, FIFA Women's World Cup, Heritage Classic, Grey Cup or a local soccer or baseball tournament, our city and province have the ability to recruit and retain more volunteers than are needed for the event. Recruiting the required number of skilled, experienced volunteers is easily accomplished in Winnipeg and other parts of Manitoba. The Manitoba Volunteer Committee for the 2023 WPFG will work with key agencies to ensure that the Games are adequately staffed with experienced and enthusiastic volunteers. In cooperation with Sport Manitoba, Volunteer Manitoba and Manitoba Youth Volunteer Opportunities, the 2023 WPFG Host Society will prepare volunteer plans outlining all requirements in each area, recruit and screen applicants (every volunteer will be asked to complete a registration form, which will assist in matching recruits and their experience with the tasks required.) Local police are very helpful in the screening of key volunteers, develop job descriptions for positions with other committees requiring assistance, assign volunteers to skill specific positions, prepare policy and information manual, develop orientation plan for all volunteers, develop and implement an accreditation system for the entire event, maintain an electronic database of volunteers, distribute/maintain volunteer uniforms/clothing (apparel will be designed to create instant recognition of the volunteers as ambassadors and accreditation will clearly show allowed access based on responsibilities) and finally, recognize volunteers for their efforts. The Winnipeg Police Service, Winnipeg Fire Department and the RCMP will also actively recruit volunteers from their membership and from their civilian staff for the Games. The 2023 WPFG are guaranteed to have a ready, trained volunteer base. WINNIPEG POLICE SERVICE The Winnipeg Police Service has a proud history of officers and staff members volunteering outside of their regular working hours for major sporting events such as the Canada Summer Games, International Association of Women Police Conference, and the Pan Am Games to name a few. With a complement of 1,425 sworn officers, 423 staff members, 70 auxiliary cadets and 100 casual police volunteers with security clearance, there is a large contingent to draw on, especially for a law enforcement related event such as the World Police and Fire Games. Police volunteers would be particularly appropriate for tasks such as security and transportation during the Games, but would also be of great value in hosting social events and interacting with the visiting athletes. Members of the Winnipeg Police Service are representative of the ethnic diversity of the city of Winnipeg, and there are members of many different races and ethnic origins, speaking dozens of different languages within the Service. WINNIPEG FIRE DEPARTMENT The membership of the Winnipeg Fire Department has a long standing history of volunteerism and Winnipeg firefighters have always been there to assist at many and varied events. The department's 1,500 active and retired firefighters raise funds for charities, provide medical and emergency services or supply personnel to assist in the smooth operation of any event. The Winnipeg Fire Department is able to aid in many aspects of the WPFG. A number of the Department's membership are not only firefighters, but are also licensed paramedics, with the ability to provide medical services where needed. The membership has the capacity to organize many aspects of the Games, such as competition, transportation, accreditation and registration, and social events. Given the firefighters' many areas of expertise, the members of the Winnipeg Fire Department would truly make these games one to remember for years to come. » Oversee the accommodations and meal requirements, including ensuring that special requests are delivered » Prepare volunteer plan outlining all requirements in each area – number, skills, screening, positions, policy, information manual, database, clothing and recognition » Prepare and manage a security plan for the event, working with local and national police services, security firms and the venues » Coordinate all transportation matters including buses, shuttle van service for officials, VIPs and media » Coordinate the provision of emergency medical services at venues FINANCE AND ADMINISTR ATION COMMIT TEE This committee will be responsible for all financial matters relating to the event including budgeting, record keeping, expenditure controls, and financial reporting. General Outline of Activities/Tasks » Manage budgets, financial controls, staffing costs, and establish records including journal/bank accounts and ensure all payments are processed accurately and on time » Determine and oversee a technology/IT plan » Ensure the compliance and other risk management are addressed
